Dr. Rosenthal’s Toolkit:
Clinical and Management Tools for Effective School-Based
Dental Programs

Dr. Murray Rosenthal received his dental degree from SUNY at Buffalo Dental School, completed a residency in general dentistry with emphasis in pediatric dentistry at the Eastman Dental Center in Rochester, NY, and received a certificate in periodontics from Columbia University School of Dental and Oral Surgery. He also completed a dual fellowship at the Mt. Sinai School of Medicine in community medicine and computer application in medicine.

Since arriving in New York City in 1968, he has divided his time between clinical practice and public health. He has been in private practice in periodontics for the last 26 years as well as served as a private consultant. Dr. Rosenthal is presently the dental director of the Children's Aid Society in New York City. From 1987 to 1991 he was director of the Bureau of Dental Health Services of the New York City Department of Health. As a consultant, he has implemented systems in quality assurance and management information for the Public Health Service, conducted research in quality assurance, designed dental clinics, and has implemented a computerized, preventive dental program for Johnson & Johnson Dental Products Company. He has co-authored journal articles and books on public health, quality assurance, information systems, and computer applications in dent5/30/07->strong>From 2001 to 2005, the Robert Wood Johnson Foundation supported a dental initiative in 7 school-based health centers under its grant program, Caring for Kids.¹ One of the most significant lessons from that funding effort was that developing well managed, productive dental health programs within school-based health centers was challenging, primarily because school-based health center leaders – typically nurse practitioners and physicians – did not understand the requirements for organizing and managing a successful dental practice. Dr. Rosenthal, who served on the Caring for Kids grant review committee and participated in site visits to grantees, understood the challenges and in the course of consulting with several school-based health centers put together a toolkit of the essential materials needed for a successful practice. With deep appreciation to Dr. Rosenthal, The Center for Health and Health Care in Schools is pleased to present Dr. Rosenthal’s Toolkit.

¹The Caring for Kids initiative also supported 8 mental health projects. Lessons from this part of the initiative will be reported separately under the mental health services section of this web site and in a journal article.
