February 7, 2005 - 2006 Budget for Health and Human Services

President Bush's proposed budget for fiscal year 2006, released today, would make the following changes from fiscal year 2005 funding for divisions of the Department of Health and Human Services of interest to child health:

  • Increase of $80 million, to $1,881 million for the Food and Drug Administration, primarily to secure the safety of the food supply against terrorist attacks;
  • Cut of $843 million, to $6,047 million, for the Health Resources & Services Administration, which administers the Maternal and Child Health block grant;
  • Cut of $555 million, to $4,071 million, for the Centers for Disease Control and Prevention;
  • Increase of $146 million, to $28,740 million, for the National Institutes of Health;
  • Cut of $53 million, to $3,215 million, for Substance Abuse and Mental Health Services;
  • Same as the 2005 budget ($319 million) for the Agency for Healthcare Research & Quality;
  • Cut of $4,251 million, to $44,947 million, for Administration for Children and Families;
  • Increase of $84,616 million, to $565,060 million, for the Centers for Medicare & Medicaid Services, which also administers SCHIP.

Details of the various proposals will be posted on this website as Congress debates the budget in coming weeks.
