Obama Administration Announces Early Learning Challenge Fund Proposal


President Obama proposes to dedicate $10 billion in competitive grants to states over the next 10 years to support new and innovative early education programs that would ensure more children are entering kindergarten ready to learn. The proposed fund would be administered collaboratively by the U.S. Department of Education and the Administration for Children and Families at the U.S. Department of Health and Human Services.

Education Secretary Arne Duncan and Health and Human Services Secretary Kathleen Sebelius jointly announced the President’s proposed Early Learning Challenge Fund on July 17, 2009.  This Fund would incorporate two key strategies: Quality Pathway Grants that would be awarded to states to pursue models of reform and excellence in early learning programs and Development Grants, awards to states that show promise of strengthening and expanding their early learning systems. The bill is expected to be considered by the Senate in August.
